Mayor Frictionfit is in charge of LEGO CITY. Although his is at times a bit longwinded, he's generally seen as a fair and inspirational leader. When he is not in crisis mode, he loves to walk around the city and talk to all the citizens. This helps him get a sense of what buildings he should improve next.

is it possible to befriend the mayor if you have the key to lego city badge but not the hero headline badge?
NO
As I know it is possible now. It would be stupid if you have built a badge and cannot undo it and you realize you cannot befriend a vital Networker anymore...
No, Sim533 is right. I've got the Key to the City, but I can't befriend him. Now I try to get the Hero Headline Badge again. I've got the Agents Rookie Badge and the City Rookie Badge again, but the Racers Rookie Badge is impossible.
